The new Windows 10 Creator's Edition has changed, ever so slightly, the way the USB base receiver installs on your computer.
When you first plug it in, you will see a new bottom-right popup window that says: "Setting up device. A device is undergoing additional setup."
This should only last a few seconds, and if successful, you should see the next message: "Device setup complete. Device 'SunSky EA1000' has completed setup."
If you're not sure whether the installation was correct (you were not looking when this notification appeared on your screen), just click on Start and type: "Bluetooth".
This will bring up the search results and allow you to click on "Bluetooth and other device settings"
This will show you all your devices and the ARS base receiver should be listed under Other Devices category:
